Решение

Вам нужно подклассом UITabBarController, а затем добавить кнопку выше TabBar. Действие кнопки должно активировать изменение UITabBarController вкладки, установив selectedIndex.

Решение Swift 3

С небольшой настройкой на решение EricB, чтобы эта работа для Swift 3, метод menuButton.addTarget() должен иметь синтаксис выбора, немного изменившийся.

Вот новая функция menuButton.addTarget():

menuButton.addTarget(self, action: #selector(MyTabBarController.menuButtonAction), for: UIControlEvents.touchUpInside)

При определении моего класса TabBarController я также добавляю UITabBarControllerDelegate и помещаю все это в
