UITableView имеет свойство tableHeaderView. Установите это для любого вида, который вы хотите там.

Используйте новый UIView в качестве контейнера, добавьте текстовую метку и изображение к этому новому UIView, затем установите tableHeaderView в новое представление.

Например, в UITableViewController:

Вы также можете просто создать ТОЛЬКО UIView в построителе интерфейса и перетащить ImageView и UILabel (чтобы он выглядел как ваш желаемый заголовок), а затем использовать его.

Как только ваш UIView будет выглядеть так, как вы этого хотите, вы можете программно инициализировать его из XIB и добавить в свой UITableView. Другими словами, вам не нужно создавать таблицу ENTIRE в IB. Просто headerView (таким образом, представление заголовка может быть повторно использовано и в других таблицах)
