Вот два решения для вас, второе ручное удаление сработало для меня. (Также убедитесь, что вы запустили его установщик с правами администратора.

Вероятно, это проблема с кэш приложений ClickOnce. Не могли бы вы попробовать следующее, чтобы очистить кеш

Удерживайте клавишу Windows и введите R.

Введите rundll32 %SystemRoot%\system32\dfshim.dll CleanOnlineAppCache в диалоговом окне запуска и нажмите Enter.
Затем попробуйте установить приложение.

Если это не сработает, существует более ручной подход к обеспечению очистки кеша - вы можете удалить папку приложения ClickOnce.

В Windows Vista или выше это будет каталог %LocalAppData%\Apps\2.0.

В Windows XP это будет каталог %USERPROFILE%\Local Settings\Apps\2.0.

Обратите внимание, что этот путь может быть на другом языке, если вы используете неанглийскую версию Windows.
