Я предлагаю вам использовать ConcurrentDictionary
и просто использовать фиктивное значение для каждой записи. Это раздражает с точки зрения эффективности (имея все эти фиктивные значения), но я подозреваю, что в большинстве приложений это было бы незначительно.
Возможно, вы захотите обернуть это в свою собственную реализацию ConcurrentSet
