Библиотека com.android.support:support-v13:26.0.1 имеет метатег внутри своего манифеста

        android:name="android.support.VERSION"
        android:value="26.0.1" />

Ваша другая библиотека com.android.support:design:26.1.0 имеет этот метатег

 <meta-data
        android:name="android.support.VERSION"
        android:value="26.1.0" />

Когда мы создаем библиотеку приложения, манифесты объединятся, поэтому у нескольких библиотек будет один и тот же метатег с разным значением. это вызовет конфликт.

Если вы хотите избавиться от этого, добавьте этот метатег в манифест приложения.
